Actually, let me clarify. This is all part of the GATT treaty that the US signed with other nations. The restoration of foreign works' copyrights was part of the Uruguay Round Agreements. Traditionally, if a foreign work wasn't registered in the U.S. for copyright, it was considered public domain. The Uruguay Round Agreements changed that by saying that our country would honor the copyrights of other nations that also adopted the GATT treaty. So many foreign films used to be considered PD in the U.S. are no longer PD.
